Methodology
This report ranks members whose average issue score is below 60 after minimum activity thresholds are applied.
Minimum bills required: -.

The ranking is generated from the same Congress Report Card scoring model used for issue leaderboards.
Manual issue overrides may affect which bills count toward an issue score.
